Nope, it's a Caprice. See the tiny mirror mounted to a door instead of the a-pillar. 1993-1994 Caprice to be exact.

If you freeze frame it you can tell it's a Caprice.

The cop car is a 1995 or 1996 Caprice, while the far back Caprice taxi is from 1993 or 1994. The closest Caprice taxi could be from 1991-1994
